Absolute statements tend to be absolute BS. Settings are indeed a big draw for a lot of people, but 100%? Not even. Even a wholly unscientific poll on the RPG.net or ENWorld forums will show you that there are a lot of people who have no interest in published settings, nor need campaign advice (generally the more experienced players).
