I have to say I find it interesting that you (or maybe it was Robert) are presenting both the idea that an RPG without a setting is somehow flawed, AND that any GM worth their salt shouldn't need mroe than 8 pages of rules, or should need the DMG or MM to run D&D. So, you're l33t enough that you don't need rules, but you're not l33t enough to think up your own campaign setting?
