Neither of these RPGs contain a setting.
Few of the RPGs you mention are/were particularly popular, in the grand scheme of things. In fact, the biggest counter to your argument (besides D&D) is GURPS, which is, numbers-wise, roughly the fourth most popular RPG (currently battling with HERO to keep its spot), a wholly settingless system. The other games you mention are/were, for the most part, barely a blip on the industry radar.
