Ironically, RoleMaster (in all its various incarnations from SpaceMaster to MERP) ran more smoothly than d20 ever has, at least for me. The thing it really needed was nitty gritty all-together-in-the-same-place character creation rules, but once you knew what you were doing it was a snap. Excel spreadsheets pared the process down to 5 minutes.
And, compared to *anything*, Risus is rules-lite. And, in many ways, it's got more in common with truly modern cutting-edge systems than d20, GURPS, HERO 5th, or HARP/RM. By cutting-edge I mean Over the Edge, Wu Shu, Dying Earth, OctaNe, etc.
My money's not on Fudge for a real good system, but I like the way they built FATE from it. FATE is a really good implementation of Fudge.
