Bear in mind that Dungeons & Dragons was intended as supplemental material -- supplementing Chainmail. Its audience was expected to know, if not use, the Chainmail rules. The text implies, if not outright states, that any rules from Chainmail not contradicted by D&D are still valid.
TSR did not even try to release a "complete in one book" version of D&D until the Moldvay edition in 1980. Even the earlier Holmes edition assumed the DM at least had prior knowledge of the game (though this is getting ahead of my reviews...).
