That's a misstatement of what systems are, and may be the core of the problem.
Systems are a simply a method for resolution of a situation- not necessarily using random chance. Amber, Nobilis, MURPG, and other games have resolution systems, and don't depend on randomizers.
Repeat: SYSTEM DOES NOT IMPLY RANDOMNESS
For what it's worth, I think a resource management system similar to Nobilis or MURP would be highly appropriate- where the characters spend and gain Drama points to, respectively, resolve situations, or to gain complications in their lives.
This system would also be appropriate to combat in shoujo anime, which is in many anime stylized and dramatic. It's not a matter of whether Sailor Moon rolls well enough to tag the villain, it's whether she has the crucial insight (like somone saying "Duh! Use your powers!"), or the will to win. There's very little randomness involved.
The notion that combat should involve a randomizer is a holdover from wargames that really has no place in a game that doesn't assign a special place to combat.
