As far as I can remember, the 4th Tier Haunter Horror *do* enable them to transform into a ghostly version of any vehicle they have already possessed before. It doesn't need to be a truck. Gotta check that, though. Maybe I just came to the same conclusion as you - "this would be sooo better this way"...

As a side note, the Spite-fueled version do transform the nature of the vehicle visibly, too. I'm considering allowing the Horror only when Spite-fueled because of that; if we're going the sheer shocking route, better to do that ostensibly than just allowing a PC to turn into a regular van.

Also, I suspect this Horror was created to provide a quick answer to travel problems in the Wasteland. Sure, Hellion could summon a ghostly horse, and Screaming Nothing can open a nihil to another point on the Wasteland, but neither option is safe or harmless. With massive clashes between tons os Spectres being thrown up on the characters, something along the lines of easy ghostly transport was needed. Without Hell on Wheels, all STs would be obliged to play deus ex-machina and have sample relic vehicles at hand to pop up at the strangest of times, just to prevent PCs dying at the wrong moment. Though I agree this Horror is a bit off the scale.
