It's not quite the same, in that all three swimmers must be rescued as part of the same action point. Thus if you have three swimmers bordering only an empty mountain hex you can only save two of them with one point - the third one would exceed population limits. One of the saved dinosaurs would need to migrate and an additional full point used to save the extra swimmer, meaning three action points total to save them all.

Saying that saving a swimmer is 1/3 of a point could lead one to believe that they could save those two swimmers for 2/3, migrate for 1, and save the last one for 1/3, just saving all three for a total of 2 points. This is not the case.
