WotC knew a good skill mechanic when they saw it in Cyberpunk, and especially in TORG (uses a d20, even less of a logic leap than CP). They also knew a good idea when they saw the source idea for Feats in Alternity.

Which is no criticism, mind. There aren't many original systems out there. Personally, I'm just glad that D&D finally got a skill system that isn't entirely clunky and works. But YMMV. I know a few gamers in town that won't go near 3.5 or 3rd.
