I think it's not unusual for any artist to have an initial and coherent vision for a project, and when he's forced to continue that project past his initial vision, for the later ideas to no longer be as spectacular (or as structured) as the one that led him to the project in the first place.
I felt the same way about _Oz_ season one, versus the rest of the show (brilliant v. above average) and I'm sure other folks could come up with other examples.
The converse is, of course, when an artist comes in without a vision. In this case the show/comic/series usually improves after a year or so, as the artist finds his ground and discovers a purpose.
