I get your point about the randomness for cards. But personally still think the game is great. And it doesn't take long to complete.

There are 1 type of cycle card in the stack, the 1-unit Recon cards. They could have thrown them away and added some sort of virtual cycle-order, like "order 1 unit anywhere, then discard 2 cards and draw 2 new". But then perhaps that will be a better order than "order 2 unit on x".
