I do believe that all of the cards have some utility in the game at all times. . Battle cry can leave you with cards in your hand that you can't use at times. I do not understand the concern over card balance though. Fate is fickle. The best laid out plans can go wrong in a heartbeat. Also, it's not like only one side has specific access to certain cards. Almost every game I know of uses some form of luck factor whether it is dice, random card draws, or whatever.
