It occurs to me that the design approach probably went like this. We know most players are hooked on character advancement. So let's just implement a system where they automatically keep getting extra goodies to keep them interested. Every session? Bit much... every other session. No tedious calulations for the GM. Then let's hook it into performance in the session a little bit by accounting for those unused bennies.
(This is not a criticism.)
