Ordinaires don't get max HP at 1st level, don't get Action Points, don't get any class features, and cannot take Advanced classes. Ordinaires are listed as, e.g., "Strong Ordinary" in a stat block. An NPC that has the word "Hero" in their class listing is not an ordinaire (or else is the victim of shoddy editing).

I don't find this a kludge, and I don't find it confusing.
