There is something you recognize as role-playing that happens in Universalis. In particular, one can take on a character in playing out particular scenes, and it is often natural to do so. And if you happen to identify strongly with one particular character, you can pick up that character a lot, assuming no-one Complicates it for you too much.

Universalis democratically reapportions GM duties between the players, obviating the need for a GM. One could play it with relatively little role-playing, focusing more on 'storytelling', but it's hardly a Pantheon. Furthermore, one can play D&D, Champions, etc. etc. with relatively little roleplaying as well, and many do, though here the push is usually towards combat simulation rather than story creation.

Universalis allows one to create characters and people often roleplay them.
