I think Universalis would handle most any sort of god-level character's rather well precisely because it doesn't attempt to codify things that are near limitless in power.
A couple of things that would need to be established:
1) Scale differences. You have this issue with supers too. Since Traits are descriptive and provide dice for Complications you have to decide how you'll handle "Ordinary Mortal Bodybuilder Strong" vs. "SuperHero/Amber Strong".
One way is just linearly add dice Strong vs. Strong X5 and rely on the narrative structure to provide limits to the special effects.
Other ways involve any of several possible Rules Gimmicks such as one that mirrors the Amber Diceless power levels and places limits on the ability of one scale of Trait to effect a higher one.
2) Shadow Manipulation. One would need to implement a Rules Gimmick for how to handle the malleability of locations through the power of pattern.
Would be an interesting project to tackle.
The play structure of Once Upon a Time was a back-of-the-mind influence for how play should flow around the table with narrations and the interuption of narration.
