They're normal dwarves, pretty much. Art shows them dressed as Merchants of Venice, text suggests they also play the part of Shylock.

Overall this excellent campaign setting and book seems to suggest a relatively advanced civilization compared to medieval settings, maybe 1700s-early 1800s Europe, but the metaphysics are plotted carefully so you understand they achieved this level of civ with tools based on magic, instead of what I guess you could call tools based on causal reason (inclined plane, screw, wheel, etc.)
