Because he TOLD ME in the review:

"It is difficult to tell what problem could arise in play simply because the Artificer has so many options and combinations of what he can come up with. This is great for creativity but will definitely cause problems if intelligent players get a hold on one."

For the LAST TIME, this is NOT THE SAME as saying that the artificer class is "ripe for cherry picking". Both reviews mentioned potential problems with the class, but the problems they were concerned about are DIFFERENT. Thus, claiming that SKR's review "confirm[s] what Sam said about them being broken in the hands of the right players" is only true in the broadest sense, and claiming that it "supported" Mr. Sisko's statements is disingenous at best.
