Yep, it's fine. Players try to create an interesting character, not just the best d20 combo (best feats, best spells, best sword, this kind of s--t).

I think Action works better than GURPS (or Hero, d20, Tristat...) to play home made campaigns and one shot adventures. For example you buy a GURPS / Hero book and play with Action.

Action is useless when the rules and the world are really interconnected (Call of Cthulhu, James Bond, Decipher's Lord of the Rings...). It is rare but then I don't touch the original game.
