By the sounds of the review (re: "...a 48-page book" and "...printed two column in a sans serifed font that's teeny--8 point or so"), I believe the reviewer downloaded not the official GRG version of the free PDF but one put together by a fan from the v. 1.1 rules (i.e., the rules that were released as Open Content under the OGL).

Overall the review was well done. I can't help but wonder what the reviewer would think of the published/printed book, though, what with it having larger type, illustrations, and the like...
