I've played Wushu before, and I've run into a totally different problem with the mechanics used to support relentless free-form action. People decide what they want their characters to do, realize that they won't get the maximum amount of dice, and add a couple totally unrelated and uncreative attacks to maximize their dice pool.

This feels forced to me whenever I play it. I'm willing to settle for fewer dice to make my stunts tightly coherent, but the system strongly discourages doing so. It certainly wouldn't bother me if there were a few extra rules so my immersion in the game wasn't ruined by a metagamer counting dice on his fingers after saying his stunt, and then adding, "Uhh... And then I punch him in the face a couple times and kick him," to snag those extra dice.

There's probably no way to make the system perfect, but people who like rules aren't necessarily just afraid of being creative.
