In the absence of less biased replies, I can answer this...
Most of the rules changes between Pulp-Fu and the core rules are matters of clarification. None of the new mechanics, per se, are specific to the pulps. This is because Wushu's core mechanic can be used to emulate any genre, so long as the players know what they want.
To support the genre, I decided to deconstruct its defining characteristics: the tone of violence, visual style, etc. The examples of play are written to showcase all of these. Then, you get your character templates, sample villains, and new rules for Eldritch Horror.
It's less super-hero and more noir, but there's plenty of room for magic and other super-powers. (I've been saving magic for its own Wushu guide.)
