At the risk of entering a big argument here, don't you think these estimates are a bit low:

He was an Atlantean serpent man, taken flesh. He was a legendary warlord for several years, before destroying Conan's village. Then, he has at least another decade or so of a career before becoming the leader of a huge cult.

See above - these guys were with Thulsa Doom during the raid on Conan's village - you'd think they'd have garnered more experience than two levels in a decade.
