Your description reminds me more of "the DM is creating well-rounded NPCs with complex motivations" rather than an actual description of how Eberron changes the the default theme of D&D: "kill monsters and take their stuff".
The theme you describe may indeed be pitched that way in the book (haven't picked it up myself yet), but from what I can see it's got to dig itself out of the the standard PHB tropes, adamantine terminators, two completely different types of shapeshifters, and a RIFTs-style "kitchen sink" campaign strategy first.
