The leader of any organization is going to spend a lot more time politicking and dealmaking than adventuring, and hence would not be expected to have a particularly high level. Is the head of the AMA the best doctor in the USA? Is the president of Harvard the smartest academic in the USA? Is the head of the Department of Defense the most powerful warrior in the country? (Who would be easier to fight--Donald Rumsfeld or an average Green Beret?)
D&D always did this for dramatic effect, but I always though it made little sense.
