Frankly, I think XP costs for item production are one of my least favorite elements of D&D. If I were running a game, I'd probably figure some system of long-term ability damage to replace them.
( IOW, something where the higher the XP cost would be, the more ability points are lost, and the longer they take to come back; so, making a potion might only lose you 1 Constitution for a week, while making a Vorpal Blade would leave you down several ability points for months )
( of course, with Action Points, it could be an option to expend an AP or 2 in order to avoid or reduce the loss. . . )
