Particularly if you're building heavy on the production buildings, you want to either play the Guild Hall or at least have it in your hand, because otherwise the problems with the strategy (essentially, some useless buildings) will leave you behind in points.

So I guess you don't actually need to play it early, but at least be ready to play.

The same is true for City Hall, though to a lesser extent.
