The Trimuphal Arch certainly isn't unbuildable: sometimes you'll build some monuments and pick up the triumphal arch in the lategame, and then it's worth it, but it requires a very specific set of draws, four turns to establish, and each of those four turns provides nothing but victory points.

That said, it's not a particularly strong play, nor is it worth hoarding in your hand (unlike the other 6's: there are plenty of times when you'll want to start hoarding/discarding under chapels the other 6's, if only to prevent your opponents from getting them).
