There are many supplements that could fill that space with just a few rules. The book in question is virtually nothing but rules. As such, I feel it fails as a role playing aid. As I already put in my review, to take the already rules intensive D20 system and bolt on another bunch of rules that are of questionable utility anyway does not a box of toys make: if you like that sort of thing, but the book.
Myself I would have enjoyed something more of the flavor or the DMG- some rules, some discussion of game flow, some random chart generators (that don't require another book!), floor plans, more floor plans, discussions of mastermind security provisions for strong holds and how the agents might encounter them, and a short scenario.
That's what I would have liked.
