Actually, the method ninjafingers was desribing is a shortcut that I devised and still use. It is simple to use, but a little difficult to explain.
first, subtract the tens digit of the roll from the tens digit of the skill. Using the abovew example, 3-1=2 successes. then you compare the ones digit of the roll to the ones digit of the skill. If the roll is equal to or lower than the skill, then you add one, 5=5 so you add one for 3 successes. if the rool had been 16, it would only be 2 successes because 6>5. The result is one success for simply rolling lower than your skill, plus one additional success per 10 points below your skill rating, as described in the rules.
