Not even close. The original Aberrant allowed you to play characters who were bulletproof, or had Marvel Girl type powers, and so forth. The new one allows you to play a character with a decent AC and +3 Strength. A beginning character will need decent rolls just to be able to lift a car without a jack.
A lot of the conversions are inelegant... Aberrant levels are a cute idea, but clumsily described, and for some reason don't get a class progression chart. Superhuman levels change the power progression of your character, which can cause hiccups like an extra power slot, or a powerful superhuman who lacks one. Minmaxers take note.
DR is very difficult to acquire... this means that Aberrant characters are vulnerable to grenades and guns, even combat-oriented Novas. The in-game history describing Nova elites and proxies make no sense when you consider that it takes a level 10 nova to be able to shrug off a tank shell and have some offensive ability of his own.
The classes are so boring that many characters will end up taking Warrior levels to pad their stats while they aim for a nice prestige class, ... there are no good classes for politicians, farmers, or firefighters, for instance. And two superhuman levels is not enough to qualify for a prestige class. I can't even begin to imagine what the Fireman's core class is. Novas in ST were defined by power and motivation more than professional advancement.
