You're quite right (although I'd argue that the plot hooks in question are overused, tired, and speak a lack of imagination on the part of the writers).

Unlike D&D, or World of Darkness, or, well, any other RPG, really, CoC is so utterly obsessed with plot that character development is, like, this afterthought. It's all about the horror story being created by the group. Enjoyment in CoC comes from being part of a compelling and hopefully terrifying story, unfolding. It's a trope of horror fiction that even if the good guys get out alive, the Evil Continues, and if you can pull that off elegantly, without obvious railroading, you've got a great story.
