The default is what is written in THIS book. It is fraudulent and dishonest to claim you can assume something to be the case because it is that way in OTHER games. THIS is the game we are talking about. You either find an exemption in THIS book, or there is none.
It doesn't say anywhere "If you can justify it in your background" (which would still mean it needs GM approval), it says you buy it. It doesn't say you HAVE it, but you BUY it.
Your claiming "TROS is no different" in this aspect is once more one of your usual claims for wich there is no evidence whatsoever. Your assumptions that conventions would be carried over from other games you know without explicit mention is without merit, since it would mean you need those other games to know how to make a character in TROS.
I conclude: You found no evidence for your claims in the TROS rulebook proper. As such, you failed to support your claims.
