To extend that metaphor, an experienced DnD player will use tactics such as Attacks of opportunity, reach and good combinations of feats to use the system better than a newbie player.

An experienced vampire player will use clinching and possibly even tactical use of disciplines such as presence or dominate to use the system better than a newbie player.

It's something that is present in all systems. Familiarity with the "breaks" in a system will invariably separate experienced players from those who have not explored all of the options therin. TROS's main advantage in this is that it is not flaws in the system that the experienced player will use, but the actual system itself, which ethically I have less of an issue with.
