I certainly do.
Bear in mind that the "Dragons Today" chapter is part of the campaign setting outlined in "The Dragons Return", not a separate chapter about using dragons in modern times. So what you're really asking here is how usable that campaign setting is with GURPS Technomancer, to which I answer: Yes, moreso than the author thinks. (He mentions that the two settings are similar but definitely alternate.)
The "Dragons Today" setting is a world where dragons have returned, they can ALL morph into human form and speak at least one human language, and they tend to be secretive and sort of Illuminati-ish. This would work just fine in Technomancer... a world where the few known, "domesticated" races of dragons only represent a small piece of the MUCH larger puzzle. You could basically drop it into Technomancer as-is.
And moreso than that one particular setting, this <I>book</I> is VERY useful for GURPS Technomancer, which devoted a relatively small amount of wordcount to the dragons of that world. If nothing else, it certainly inspires one to create more races of dragons, even if you blame it on genetic tampering by the Army scientists. (And what happens when genetic tampering goes wrong? Adventure!)
