HERO scales a lot better than M&M. I love M&M, but the further away from PL10 you get, in either direction, the wackier things seem to work. It'll be interesting to see how the upcoming Noir supplement plays.

It's supers with a horror theme. GURPS Horror is more about horror with a horror theme.
