Healing is not Aid; they're separate powers. Regeneration is a special form of Healing. Aid is a temporary boost to a characteristic that fades at 5 active points per turn. Healing is permanent, and cannot boost a characteristic over its starting value. Regeneration is a variant of Healing that uses the Standard Effect Rule.
Both Healing and Aid cost 10 pts per 1d6. They are similar in function, but their usefulness doesn't really overlap. You can't "heal" someone with aid, unless you pay big points to move the fade rate down the time chart, and even then it's still temporary. How is one more cost-effective than another? They don't serve the same purpose.
