The problem with this is, you might as well be playing with a computer at that point. One of the things that defines RPGs is that there are rules which are continuously interpreted via a human GM or referee, who determines exactly what all those numbers mean in terms of the game world. Letting him be flexible and occasionally bend things is part of the nature of the beast.
