I hear you, but disagree.
Formatting is more about inteligibility, structure and overview, appearance is just about how it looks, art and legibility. If I have crossed the descriptions on these then I erred.
And these two factors are hugely important in RPGs. Sure, content is king after people have read your work, but appearance and structure are how you get people to read it in the first place, and the ability for the piece to actually convey the info to the person that reads it. These factors are at least a worth third.
And, as per the rest of the review factors, all just my opinion.

I believe having score fields for both Formatting and Appearance is a bit redundant, especially seeing how they get more or less the same score. You give a third of the total score for RPGs created merely to send the idea across on appearances.
