Yah, but if you can do both, you deserve the highest marks. And it is not so much word count as word applicability (which I include in format) that I think is most important. Quality over quantity. Having said that, I agree that the first task is getting it written, and everything else is a second task. Ultimatly just as important to the final piece, but still a lower priority in workflow within 24 hours.

If someone submitted a 10,000 word game with no work done on appearance (say a text file), but a fundamentally good structure, writing style and comprehensability of ideas, with an excellent mechanic, I would end up giving them a C+ for a 24 hour game. (flavour 5, format 3, appearance 0, profesionalism 3, completeness 4, mechanics 5)

And then I would beg them to format it properly and put it out there.
