What's your point? d20 Future is a supplement for d20 Modern. Supplements are generally expected to be shorter than the core rulebooks.

This same question was raised in the WotC forums. You can read the thread in its entirety <a href=http://boards1.wizards.com/showthread.php?t=288060>here</a>, but the most relevant responses, IMO, were this comment by "hiryuu":

Once again, this is a <i>supplement</i> for d20 Modern. You're <i>supposed</i> to refer back to the d20 Modern rules.
