A lot of it will depend on a good GM and/or player. For your Resourceful example, for that sort of thing the GM'll just have to trust the player to roleplay his character properly (though of course he can drop hints if he thinks that player is getting too far out of line and lower his experience rewards for bad roleplaying).
There is an advantage for the opposite situation (smart character, not-so-smart player) -- Common Sense. Basically, if the GM thinks the player is about to do something completely STUPID, he can roll against the character's IQ and on a success suggest to the player that he might want to rethink his action.
