Though if I'm writing a <i>Pirate</i> Fantasy Game, I'd tend to <i>expect</i> pirates from the description...

...whereas <i>Mermaids</i> aren't specifically mentioned, like the Pirates...

...though as rag said, not bing able to <i>play</i> one doesn't mean they are totally absent. (The review was talking about playable races, not whether they were present <i>in general</i>.)
