Correct. There are few roads in the Valus, and travelling all but a few of them is perilous. The Great Coastal Road is the safest, while the Duskingway literally becomes little more than a paved path at some points. Most of the roads between settlements in the Valus are unworked local affairs.

Wandering Monster Encounter tables for some locations can be found in the module "Return of Ippizicus Childeater". They were cut from the Sourcebook for space reasons, I think.
