I have found that when someone states a preference for using Hero for one genre or power level over another, that their feelings seem to be based as much on their approach to the system and their feelings about the genre as on the system mechanics. Which is not to say that I think James is necessarily wrong or arcady is right, but that I've seen both opinions widely held and defended. I don't think it's really a question of what the system is good for as much as a question of what elements of the system you're most familiar/comfortable with or interested in, and what your individual conception of what 'superheroic' or 'heroic' mean, and your perception of the difference between genres.
