The Xavier comment is true...in the comics. In there, he can be a protagonist along with the other, less-powerful X-Men. In a game, I don't think the PCs need that type of mentoring.

Sure, Harbinger could be used as a rival/enemy of the PCs. That's a good idea. Just if he was made as an example character, he should have been made at a basic level.
