Here's the thing, though...
Mechanon has probably spent those points far more 'efficiently', and can do things that Harbinger probably can't (to say the least!)...
While the point construction system gives Champions (Dark or otherwise) a modicum of game balance, it's a tenuous situation at best!
I've seen 400+ point characters who literally couldn't run away and hide without passing out, and 700+ point characters who were just trying to do a 'Skills Hero'!
In Hero Games write-ups, a lot of those "Hero Bonus" points represent Disadvantages that didn't make the 'final cut', where they didn't want to re-design the character...
I haven't seen the original Harbinger, but if he's anything like Cardshark {Bleah!}, he's probably just an example of sloppy design work, and could be done on half as many points...
