Don't think "well this overshadow the players."

Think "Would there logically be someone, or multiple someones, of this power/skill level in the setting, based on how long the setting has been producing superspies/vigilantes/etc."

As for "wanting it all," if thats what the players want, than they shouldn't be playing at beginning level. They should be playing at 500+ points.
