You'd guess wrong. I tried on three different forums and no luck.

It's plain and simple: Rio Grande are being assholes about this in an attempt to abuse their fanbase into spending more money on their games. Watch, in a few months they'll start offering the expansion to anyone who buys 100$ in games from their online store.

I and several others have had email conversations with Jay Tummelson from Rio Grande and to say he came off as an arrogant prick would be putting it mildly. Even if they did release it for sale I highly doubt I'd buy it or anything else from them at this point.
