Your comparison of the Puerto Rico expansion to the Carcassonne King & Scout and upcoming Ticket to Ride expansion are not quite fair. Both of the those games are SdJ winners and as such, the print runs are going to be larger by a significant order of magnitude. Jay is a much smaller publisher and the print run is the same.

I think that the complaints in general about the expansion are ridiculous and to be perfectly honest a little petty. Those who want the expansion can get it at the web site. It was widely talked about when it was first posted. And it is an expansion for a game that wasn't really targetted to the 'casual gamer.' I wouldn't consider anyone who is surfing Boardgamegeek, reading RPG.net, or going to GenCon, Origins, to be casual about their hobby.
